*Updated November 2026*

An HR tech startup should usually hire an integrations engineer first to connect to customers' HRIS, payroll and ATS, then an implementation lead to get customers live, then a seller who has been an HR buyer or sold to one. Name an owner for employee data protection before larger accounts sign, because People teams will not hand workforce data to a vendor who cannot answer their questions.

## Your buyers judge hiring for a living

Most startups get away with a slightly chaotic hiring process. In HR tech you sell to Heads of People, HR directors and talent acquisition leads, who assess hiring every working day.

Your candidates come from the same world. The implementation lead you reject this month may be a customer's HR operations manager next year, and a late interviewer reads to them as a preview of your product. Treat your own process as part of the sales pitch.

What an HR candidate reads into each step (suggested standard)

STEP 1

Job ad

Clear first-year outcomes. A vague ad reads as a team that has not decided what it needs.

STEP 2

First reply

From a named person, within days. Silence reads like slow support.

STEP 3

Interviews

Same questions, scored against a scorecard. Unstructured chats look like bias risk.

STEP 4

Decision

A reason for every no. HR people remember who ghosted them.

STEP 5

Offer

Complete and on time. A messy offer is awkward when you sell to People teams.

None of this needs an HR department. It needs a [written scorecard for each role](https://funded.club/blog/job-scorecard-startup-role), one person who owns candidate communication and a rule that every finalist hears back within an agreed time. Our guide to [your first People or HR hire](https://funded.club/blog/first-people-hr-hire-startup) covers when to hand this over.

## Four hires that make the product believable

### Integrations engineer

An HR product is only as useful as the data it pulls from systems the customer already runs, each with undocumented custom fields an admin added years ago.

Hire someone who has maintained integrations against vendor APIs and can explain to a customer why a record did not sync. Ask how they would handle an employee who appears in payroll but not in the HRIS.

### Implementation lead

HR teams buy with a date in mind, such as the next hiring wave or open enrolment. The implementation lead maps their data, runs configuration workshops and keeps the project moving when IT is slow.

Look for someone who has rolled out HR software from either side of the table and knows which manual steps an HR admin will refuse.

### A seller who knows the HR buyer

People leaders have heard every pitch about engagement and culture. A seller who has worked in People operations, or sold HR software for years, talks about headcount plans and employee consultation without sounding rehearsed, and expects finance and IT to join the decision.

### Data protection owner

You will hold salaries, absence records and performance notes for other companies' employees. Buyers send security questionnaires early and ask about GDPR, subprocessors and where data is stored.

At Seed this is usually a senior engineer with outside counsel, and it becomes a full role once questionnaires arrive weekly. Check the specifics of your obligations with your lawyer.

## Worked example: a Seed-stage employee onboarding software startup

Illustrative, swap in your own timings. Two founders (one from HR operations), three engineers and a dozen mid-sized employers as customers.

| When | Hire | Why at this point |
| --- | --- | --- |
| Months 0 to 2 | **Integrations engineer** | Every prospect asks which HRIS and payroll systems you connect to. |
| Months 1 to 3 | **Implementation lead** | When onboarding is what you sell, your customers' own onboarding has to be good. |
| Months 4 to 6 | **Account executive who has been an HR buyer** | The founders' own network is used up. Pipeline now needs someone People leaders treat as a peer. |
| Months 6 to 9 | **Senior engineer taking data protection ownership** | The first larger prospect sends a security questionnaire. |
| Months 9 to 12 | **Customer success manager** | Renewals start, and implementation should not chase them. |
| Months 12 to 15 | **Second integrations engineer** | The connector backlog now blocks deals. |
| Months 14 to 18 | **First People or talent hire for the startup itself** | Someone now protects the process your buyers are watching. |

The integrations engineer comes before the seller because onboarding deals stall the moment a prospect hears that their HRIS is "on the roadmap". The last hire is easy to postpone, yet it protects the process your buyers notice first.

## Where Funded.club fits

We are a fixed-fee recruiting partner for funded startups and fast-growing teams across North America, Europe and APAC, and since 2019 we've helped 500+ startups from Seed to Series D. One dedicated recruiter runs each search end to end, with first screened candidates within 7 days and 33 days on average from kick-off to hire.

We agree a low fixed fee upfront, averaging 6 to 9% of salary against the 20 to 25% typical of contingency recruiters. For an illustrative implementation lead on $100,000, the fee is $7,500. Part is an advance at the start of the search and the balance when the candidate accepts, and if we don't deliver a shortlist of at least 3 qualified candidates within 30 days, you can claim the advance back in full. See our [pricing page](https://funded.club/pricing).

## Frequently asked questions

### Who should an HR tech startup hire first?

An integrations engineer for HRIS, payroll and ATS connections, an implementation lead, then a seller who understands HR buyers, with a named owner for employee data protection before larger deals.

### Should the first salesperson at an HR tech startup have worked in HR?

It helps a great deal. A seller who has been an HR buyer, or has sold HR software for years, speaks to People leaders as a peer.

### Who handles GDPR and employee data at an early HR tech startup?

At Seed, usually a senior engineer with a founder and outside counsel. It becomes a dedicated role as larger employers sign up. Your lawyer should confirm what applies to you.

### Why does an HR tech startup's own hiring process matter so much?

Buyers and candidates in HR tech judge hiring for a living. Slow replies or a messy offer suggest a careless product, and word travels between People teams.
