For most early-stage startups, outsourcing recruiting is cheaper and more flexible than building an in-house HR and recruiting team, because you avoid fixed salaries, tool costs and idle capacity when hiring slows. An in-house team starts to make sense once you are hiring steadily every month and have separate HR work that needs a dedicated owner.
